Our Guide to Online Gambling in Arizona

Arizona gambling laws allow most forms of gambling. Given the state’s proximity to Nevada, Arizona lawmakers decided long ago they would legalize many forms of gaming to keep the tax revenues in the state. Arizonans were going to be gambling anyway, so it only made sense to keep a percentage of those entertainment dollars in-state.

Though it has a reputation for conservative politicians, Arizona’s GOP has a long history of more libertarian ideas (Barry Goldwater) when it came to their citizens’ activities. That means Arizona has 26 land-based casinos, including tribal and commercial casino operators. It means Arizona has a variety of race tracks, racinos, and off-track betting facilities.

What Forms of Gambling Are Legal in Arizona?

State Code Section Arizona’s gambling laws are defined and outlined in the Arizona Revised Statutes (A.R.S.) § 13-3301 and § 13-3302 as well as A.R.S. § 5-504 – 512.
Definition of Gambling “Gambling” or “gamble” means one act of risking or giving something of value for the
opportunity to obtain a benefit from a game or contest of chance or skill or a future contingent event….
Internet Gaming Arizona does not have statutory language specifically addressing internet or online gaming.
Online Poker There is no provision regulating Arizona online poker.
Casinos Arizona features tribal land-based casinos throughout the state. Currently, they are only able to offer slots, poker, and blackjack. Other table games likely are coming as part of a new 2021 gaming compact between Native American tribes and the state government.

Online casinos are not covered by any language of the Arizona Revised Statutes.

Sports Betting Arizona sports betting is coming soon after the governor signed a new law in April 2021. It will allow retail sportsbooks at or near professional sporting venues as well as online and mobile wagering. Both commercial and tribal operators can receive Arizona online sports betting licenses.
Daily Fantasy Sports As part of the April 2021 gambling expansion, daily fantasy sports will explicitly be legal in Arizona.
Horse Racing The following types of horse racing are legal in Arizona: live horse racing at regulated race tracks, on-track simulcasting, and both off-track and on-track pari-mutuel betting.
Other Forms of  Gaming Arizona exempts amusement gaming, social gambling, and nonprofit organization gambling from any penalties so long as proper regulations are followed.

Top Arizona Casinos

There are 26 land-based tribal casinos spread throughout Arizona. The Grand Canyon State casinos currently have limited offerings. But recent legislative changes and a renegotiated gaming compact between the tribes and the state leave room for future expansion. Soon, Arizona casinos will be full-service, including craps and roulette tables and retail sportsbooks.

Another part of Arizona’s upcoming changes call for more casinos, including possible locations within Phoenix. For now, the following is a list of ten of the top Arizona casinos.

Arizona Online Gambling Laws

A breakdown of Arizona land-based and online gambling laws.

DOES ARIZONA HAVE LAND-BASED CASINOS?

Yes. Arizona has a variety of tribal casinos, with 26 land-based casinos operating in the state at present.

A few of the casinos carry the name of commercial casino operators, such as Harrah’s Phoenix Ak-Chin Casino Resort. While the Ak-Chin Native Americans own the resort, they pay Harrah’s (Caesars Entertainment) to manage the operation. It is similar to and the reverse of the deal Morris Bailey made in 2012 for his Atlantic City property, Resorts Casino, as he hired Mohegan Sun to manage the operation.

Both have proven successful, because the longstanding casino corporation has the skills, resources, and database to manage a first-rate casino. For that reason, you’ll find a few semi-commercial casinos in Arizona or, better put, casinos which feed the Caesars Entertainment comps program and accepts Caesars rewards.

DOES ARIZONA HAVE ANY LEGAL BETTING TRACKS / SHOPS?

Yes. Arizona has 3 permanent horse tracks and two former dog tracks.

Each offers pari-mutuel betting and simulcasts with OTB facilities, though the dog tracks no longer have live races. The tracks are spread throughout the state, so most residents should be within comfortable traveling distance of a racebook.

DOES ARIZONA ALLOW OFF-TRACK BETTING?

Yes. Arizona also has over 60 off-track betting facilities operational at any time.

If you can’t find a dog track or horse track near you, then you should be able to find an OTB facility which offers simulcasting.  The list includes American Legion posts and the Gallagher’s chain of OTBs.

DOES ARIZONA ALLOW CHARITABLE GAMBLING?

Yes. While they aren’t as numerous as in some states, you’ll find many bingo halls throughout the state.

For instance, the Phoenix-Tempe area has 3 bingo parlors. Tuscon, Scottsdale, Yuma, and a variety of other towns and cities also have charitable bingo halls.

IS SOCIAL GAMING ALLOWED IN ARIZONA?

Yes. Social casinos are allowed in Arizona. Double Down Casino, Zynga Poker, Zynga Slots, Slotomania, and Big Fish Games are available for free play on Facebook or in a mobile app on your Android or iOS device.

The MyVegas app from MGM Resorts also is available. Arizona players can build up MGM Resorts rewards points while playing at home, then convert the rewards into comps at a MGM Resorts casino on the Las Vegas Strip.

WHEN WILL ARIZONA HAVE REGULATED SPORTS BETTING

Arizona lawmakers passed a gambling expansion in April 2021.

Provisions allow both online and in-person sportsbooks in the Grand Canyon State. Supporters hope Arizona Cardinals fans can place bets on their first games in 2021.
